Permit/Facility Description: Permit-to-install (PTI) for a new semiconductor manufacturing facility

The Director of the Ohio Environmental Protection Agency, 50 West Town Street, Columbus, Ohio has issued a draft air pollution control Prevention of Significant Deterioration (PSD) installation permit for the listed facility. The draft permit is being issued to solicit comments from any interested party for the director to consider prior to making a final decision.

The proposed allowable emission rates of PSD pollutants from the facility in tons per year are: Nitrogen Oxides (NOx) 1,206; PM less than or equal to 10 microns (PM10) 73; PM less than or equal to 2.5 microns (PM2.5) 65; Sulfur Dioxide (SO2) 4.3; Volatile Organic Compounds (VOC) 429; Carbon Monoxide (CO) 485; Greenhouse Gas/Carbon Dioxide equivalent 1,852,957; Fluorides (excluding hydrogen fluoride) 6.8.

Air dispersion modeling was performed to show allowed emission levels will not cause or contribute to an exceedance of any National Ambient Air Quality Standard (NAAQS). The maximum air pollutant concentrations and averaging periods that are expected from this facility are the following in micrograms per cubic meter: 180.07 nitrogen dioxide 1-hour, 61.75 nitrogen dioxide annual, 27.09 PM2.5 24-hour, 8.84 PM2.5 annual, and 36.91 PM10 24-hour. Air dispersion modeling was also performed to evaluate potentially toxic compounds and passed all toxic modeling thresholds. All other pollutants were too small to model.

A public hearing on the draft air permit is scheduled for Tuesday, August 30, 2022 at the Jersey Church located at 13260 Morse Road, New Albany, OH 43054. An information session will commence at 6:00 pm followed by a public hearing to accept comments on the draft permit. A presiding officer will be present and may limit oral testimony to ensure that all parties are heard.

All interested persons are entitled to attend or be represented and give written or oral comments on the draft permit at the hearing. Written comments on the draft permit must be received by the close of the business day (5:00 pm) on Tuesday, September 6, 2022. Comments received after this date may not be considered a part of the official record. Written comments may be submitted at the hearing or sent to: Pam McCoy, Ohio EPA Central District Office, P.O.
