The draft permit is being issued to solicit comments from any interested party for the director to consider prior to making a final decision. The proposed allowable emission rates of PSD pollutants from the facility in tons per year are: Nitrogen Oxides (NOx) 1,206; PM less than or equal to 10 microns (PM10) 73; PM less than or equal to 2.5 microns (PM2.5) 65; Sulfur Dioxide (SO2) 4.3; Volatile Organic Compounds (VOC) 429; Carbon Monoxide (CO) 485; Greenhouse Gas/Carbon Dioxide equivalent 1,852,957; Fluorides (excluding hydrogen fluoride) 6.8. The maximum air pollutant concentrations and averaging periods that are expected from this facility are the following in micrograms per cubic meter: 180.07 nitrogen dioxide 1-hour, 61.75 nitrogen dioxide annual, 27.09 PM2.5 24-hour, 8.84 PM2.5 annual, and 36.91 PM10 24-hour. Air dispersion modeling was also performed to evaluate potentially toxic compounds and passed all toxic modeling thresholds. All other pollutants were too small to model.
